What's the difference between encodeURIComponent and encodeURI?

Component mode (encodeURIComponent) encodes everything including / ? & = #, which is right for a single value. Full URL mode (encodeURI) keeps those characters so the URL still works. Form mode is Component with spaces written as +.

How are spaces encoded?

As %20 in Component and Full URL modes, and as + in Form mode (application/x-www-form-urlencoded). Decoding in Form mode turns + back into a space.

Can I encode an entire URL including the query string?

Yes. Choose Full URL mode, which keeps the characters that give a URL its structure (: / ? & = #) and only escapes unsafe ones. Component mode would escape those too, which is right for a single value but not a whole URL.

Why does decoding fail on my input?

Decoding fails if the text contains a `%` not followed by two valid hex digits, which happens with malformed or already-partially-decoded input.

Yes. When the text is a full URL it is split into protocol, host, path, query and fragment, and every query parameter is listed with its decoded value.
